MANAGER: STRATEGIC WORKFORCE PLANNING
You will be responsible for steering the strategic Manpower Planning to meet the Long-range Plan (LRP or LUP) by planning of Permanent core employee levels, non-permanent levels and structures to meet the LRP volume and product allocations, the Long-term Plant Development strategy, and the BMW Group capacity-flexibility (KapFlex) strategy, including Competence Needs Analysis for T-division. You will plan and steer continuous improvements while building the Workforce Planning Policies, Processes, and Strategies within the overall guidelines of BMW SA and the BMW Group. You will support the Talent team in providing them with information related to short, medium and long term skills requirements to enable recruitment in the short term and talent pool development for the long term. You will balance, reconcile and facilitate different workforce and flexibility requirements among the technologies. You will derive cross-technology working time measures and premises and advise HR Planning and Steering thereon.
You will steer in-year quarterly forecasting and major capacity changes of Direct and Indirect associates to meet the short-term targets within the LRP scope. You will plan, steer and project manage in conjunction with local HR Planning and Steering of major capacity changes for upsizing or downsizing, extended shutdowns, market or volume interruptions. You will align capacity plans with business strategy and the Automotive Production & Development Programme – in cooperation with Plant Finance and Corporate Planning. You will analyze staffing impacts and present reports and recommendations for various stakeholders at policy and executive level. You will conduct HR Cost Efficiency analyses pertaining to Direct & Indirect Cost of Labour, Work Time efficiency and drive changes with production management and Finance. You will act as local Centre of Competence for HR Flex instruments and Working time models in liaison with BMW Group CoC (PZ-P-2) and AJ-ZA Legal Department, including relevant research and benchmarking. You will analyse gaps between company and union objectives with respect to flexibility and capacity, develop workforce engagement strategies accordingly, and facilitate engagement between parties. You will also manage projects of assigned cross-functional HR Projects, including strategic projects dictated by business needs and central functions. You will also be the HR Project Lead for inter-departmental LPD and New Vehicle projects.
You will also take responsibility for the internal control environment within your areas of responsibility.

- Bachelor-degree in HR Management, Commerce or Business Administration.
- 5 years of working experience in a planning/HR steering environment, network or matrix organization.
- 3 years’ experience in developing work time design, shift models etc.
- Proven experience in dealing with various disciplines and executive decision makers.
- Proven ability to work independently with external or internal stakeholders.
- Good understanding of BMW production network, working structures and workforce categorizations.
- Experience of dealing with trade unions incl. negotiation experience in difficult situations
